SHERIFF’S OFFICE INCIDENT SUMMARY
Crossville, Tennessee – The Cumberland County Sheriff’s Office reports the following incidents summarized separately below. Charges are allegations, and those charged are presumed innocent unless proven guilty.
Drug-Related Incidents
On September 24, a deputy stopped a van on Lantana Road for equipment violations. According to the report, the deputy found a portion of a pill believed to be oxycodone with a passenger. Felisha Elaine Garrison, age 30, was arrested and charged with simple possession of a Schedule II controlled substance. The evidence was submitted for laboratory testing.
On September 26, deputies responded to a report of a person possibly using drugs on private property. According to the report, they found a white powdery substance and items associated with drug use in a vehicle. Brady Godsey, age 33, was arrested and charged with possession of a controlled substance and unlawful possession of drug paraphernalia. The substance field-tested positive for cocaine.
During a September 26 traffic stop, a deputy learned that a passenger had outstanding warrants. According to the report, the passenger disclosed a small amount of suspected fentanyl, which was collected for laboratory testing. Caitlin Renee Richards, age 22, was arrested and charged with simple possession. She was also taken into custody on an attachment and a violation of probation warrant.
On September 16, deputies contacted two people in a parked vehicle in the Lake Tansi area. According to the report, deputies seized a suspected controlled substance and an unidentified pill for laboratory testing. Both people were released, and the report states that no charges were filed at that time.
Traffic and Impaired-Driving Incidents
On September 25, a deputy stopped a truck for an obstructed license plate and confirmed that its driver did not have a valid license. Brandon Kenneth Campbell, age 33, was arrested and charged with driving without a license. According to the report, deputies also seized a small amount of a substance believed to be methamphetamine. No drug charge was filed in that report.
On September 25, a corporal stopped a Jeep after observing unsafe driving on Miller Avenue. According to the report, the driver showed signs of impairment during the stop and field sobriety testing. Amelia Ruth Phillips, age 18, was arrested and charged with driving under the influence. A blood sample was collected under a search warrant for testing.
On September 27, a deputy stopped a vehicle on Vandever Road after observing it stopped in the roadway and then traveling above the posted speed limit. According to the report, the driver showed signs of impairment during the stop and field sobriety testing. Matthew Alexander Winningham, age 25, was arrested and charged with driving under the influence. A blood sample was collected under a search warrant for testing.
September 25 – Reckless Driving: According to the report, a deputy observed a vehicle traveling 87 mph in a posted 55 mph zone on U.S. Highway 127 South. The deputy stopped the vehicle and arrested Franklin Boyd Bolles, age 26, for reckless driving. Bolles was transported to the Cumberland County Jail and also received a speeding citation. The vehicle was towed.
Warrant Service
On September 25, deputies transported two people from Putnam County to Cumberland County and served their warrants. Kamron Scotty Shane Russell, age 37, was taken into custody on a violation of probation warrant. Lamar Shamille Williams, age 31, was taken into custody on a failure to appear warrant.
On September 27, deputies located a person after receiving a tip and confirming an active local warrant. Timothy Richard Lewis Jr., age 40, was taken into custody without incident on a failure to appear warrant.
September 28 – Outstanding Warrants: Deputies followed up on information about the location of Ashley Louise Williams, age 38, and found her inside a residence. Williams was taken into custody without incident on outstanding warrants obtained by the Crossville Police Department for aggravated burglary and fraudulent use of a credit or debit card. She was transported to the Justice Center.
September 29 – Probation Violation: Deputies served a probation-violation warrant on Lawrence Mack Parks, age 38, who was already incarcerated at the Cumberland County Jail. Parks was notified of the additional charge. This report documents warrant service only.
September 28 – Theft Warrant: Darrell Randal Jones, age 48, was transported from the Roane County Jail to Cumberland County, where corrections personnel served an outstanding warrant for theft of merchandise–shoplifting. This report documents transport and warrant service only.
Domestic Disturbance and Other Disputes
On September 26, deputies investigated a reported domestic assault after speaking with a person who reported being struck. According to the report, deputies observed injuries and spoke with the other person involved. Randy Doyle Nelson, age 31, was arrested and charged with domestic assault.
On September 26, a deputy responded to a reported fight between two people at a residence. According to the report, the deputy reviewed a recording of the confrontation and directed the parties to remain separated. No arrest or charge was reported.
On September 27, deputies responded to a reported dispute involving an allegation that one person threatened another with a bat. According to the report, deputies obtained statements and explained how the person reporting the threat could seek a criminal summons. No charge was filed in the report.
Animal Control and Property Report
On September 25, a person reported being bitten by a dog while riding a bicycle on Cherokee Road East. A deputy observed an injury consistent with the report but could not locate the dog’s owner. No arrest or charge was reported.
On September 26, a deputy documented a resident’s concern about a surveyed property marker in an ongoing property-line dispute. The matter was recorded. No arrest or charge was reported.
September 26 – Reported Dog Bite: A person reported being bitten by a dog the previous day in the Lake Tansi area and requested that the incident be documented. Animal Control reviewed a photograph of the reported injury and contacted the dog’s owner. The owner provided veterinary records showing current vaccinations, and the dog was wearing a muzzle when the officer arrived. No citation or arrest was documented.
Death Investigation
On September 27, deputies responded to a report of a deceased person at a residence. According to the report, deputies notified an investigator and cleared the scene for emergency medical personnel. The report describes the death as believed to be from natural causes.
Vehicle and Property Damage
September 28 – Reported Vehicle Movement and Damage: Deputies responded to a possible stolen-vehicle report in the Mayland Road area. The caller reported leaving a work van running and returning to find it at a neighboring property. The van had struck porch support posts, damaging both the vehicle and the structure. The caller retrieved the van before deputies arrived and reported that no tools were missing. A deputy documented the damage and notified the property owner. The report does not establish how the vehicle moved or identify a suspect.
September 29 – Parking Incident: According to the report, a pickup truck struck a light pole while backing out of a parking space in the Southbend Drive area. The collision caused minor damage to the truck’s right rear fender. The incident was documented as a matter of record; no citation or arrest was listed.
