Hello White County, my name is Joe Hallums. I am seeking the office of County Executive in the 2026 White County General Election on August 6, 2026. 

“WORKING TOGETHER – WE WILL MAKE A DIFFERENCE FOR WHITE COUNTY” 

I have a strong passion and vested interest for the future generations in our great county. These are just a few of my goals when elected. 

• Build stronger and positive relationships between the White County Leadership and Residents through transparency in communications 

• Balanced Budget – Eliminate wasteful spending and promote departmental management accountability 

• Workforce Development Planning- Attracting new industry and businesses 

I have been a resident of White County for nearly 50 years. My parents Van and Ruth Hallums moved our family to Sparta in 1977. I am a graduate of White County High School. This is where I met and later married my wife of 44 years, Laurainda. She is the daughter of John David, SR and Linda Cloyd. My wife and I made our home in the Old Zion Community of White County in 1982 and still reside there today. We are blessed with two wonderful children, Nick and April and four grandchildren. 

I am a Born-Again believer and an ordained deacon at Indian Mound The Baptist Church of Christ. For many years, I have been active in our community participating and serving in several organizations, such as PTO, Cub Scouts and three generations of coaching youth sports, just to name a few. I have a passion for teaching, encouraging and mentoring our youth. 

I have been extremely fortunate to work for two great companies, Thomas Industries (Philips Lighting) and CoLinx, LLC. These organizations have empowered and motivated me to expand my knowledge through excelling in business management development. Over the course of my 35 plus year management career, my responsibilities have included: Materials scheduling and Inventory control, Procurement and Purchasing manager including contract negotiations. Most recently my responsibilities include Logistics and Transportation management. It is my experience and belief that in any business or community organization consistent cost control and continuous improvement activities are essential. Simply said, it is about eliminating wasteful spending and non-value-added activities in processes and budgets to produce measurable results. 

I consider myself a servant by nature and a conservative, and not a politician. Respect is earned not demanded. My leadership and communication skills have been proven to be effective while supervising and managing many direct and indirect personnel. I always strive to lead by example and value the ideas and opinions of others. My office will always have an open-door policy.
